Writ seeking cancellation of 46th BCS preliminary examination

Supreme Court lawyer Shah Navila Kashfi filed the writ on behalf of 24 students who appeared for the examination on Wednesday (October 23). A writ has been filed seeking cancellation of the 46th BCS preliminary examination due to allegations of question leakage and fraud. Cabinet Secretary, PSC Chairman, Public Administration Secretary, Law Secretary, Home Secretary and related parties have been made defendants.

On September 26, a legal notice was sent seeking the cancellation of the 46th BCS preliminary examination held last April due to allegations of question leakage and fraud. Reports published in various media regarding the question leak are given as reference in the notice.

Among them, the report published on July 13 titled ‘Sajedul gave questions to 17 people in the 46th BCS exam’ has been mentioned. According to that report, there were 17 candidates in the 46th BCS preliminary examination held last April by Sajedul Islam, office assistant of Bangladesh Public Works Commission (PSC). He took at least 20 lakh rupees from them in exchange for providing questions. 13 of them passed. This information was obtained from sources related to the investigation.

Police’s Criminal Investigation Department (CID) arrested 17 people including office assistant Sajedul Islam from different parts of the country, including Dhaka, on the charge of leaking PSC question papers. Among them, six people, including Sajedul, gave a confessional statement in the court under section 164.

They admitted about the process from where, how the questions are leaked, how the candidates are recruited and how they memorize the answers to the questions. At the same time, they gave information about other members involved in this circle. CID is verifying these information. Besides, current and former officers of PSC who have been named in the investigation have been kept under intelligence surveillance.

Sajedul has worked as an office assistant of PSC for 20 years. He was suspended after being arrested in the question leak incident. He is now in prison.

A few days after joining the service, Sajedul came to know that Syed Abed Ali, the then driver of PSC, leaked the question papers of various PSC exams through Atiqul Islam, an employee of BG Press. He decided to enter that circle to become the owner of finance in a short time by leaking the question. After that he developed friendship with Abed Ali. At first, Sajedul used to collect at least three candidates for Abed Ali in the job examination of various government institutions held under PSC. He used to get a large amount of money in return. Later the number of candidates continued to increase.

At one stage, Sajedul became one of the question leakers. He used to leak questions himself. He used to sell that question to other members of the circle to earn money.

According to sources related to the investigation, Abu Solaiman, the alleged housing businessman of Mirpur area, was arrested in connection with the question leak. He comes to know from Sohail that the questions of the 46th BCS preliminary exam will be leaked. The exam was held on April 26. He already knew Sohail because they belong to the same circle. Among the candidates collected by Sajedul for the 46th BCS were two students of Dhaka University.

Prili results were released on May 9. A total of 10 thousand 638 people have passed it.
