The implementation of the ‘July Charter’, which will be based on consensus in the discussions between political parties and civil society representatives on the report of the six reform commissions, will depend on the timing of the next national election, said the Chief Advisor’s Press Secretary Shafiqul Alam.
Shafiqul Alam said this at a press conference in front of the State Guest House Jamuna after the Judiciary Reform Commission and the Public Administration Reform Commission submitted their reports to Chief Advisor Professor Muhammad Yunus on Wednesday.
A journalist asked at the press conference that the political parties are talking about elections first. Will the government take any steps that these reforms must be done, and then the elections. Or will it all be left to political parties or others.
In response, Press Secretary Shafiqul Alam said that the interim government has formed a national consensus commission to create a national consensus on the recommendations for reforms made by the six main reform commissions. The head of this commission is the Chief Advisor himself. Vice Chairman Professor Ali Riaz. The heads of the remaining five commissions are its members. This consensus commission will talk to the country’s political parties about the reports of the six commissions and will talk to representatives of civil society.
The press secretary said, “Through the discussion between the political parties and this consensus commission, it will be decided how much reform needs to be done very quickly, how much can be done later, which ones require a constitutional amendment, and some reforms can be done immediately by the ministry, which actually does not require constitutional reform, and it may not even be necessary to talk to the political parties in that way. But they will talk to everyone.”
Shafiqul Alam said that everyone, including the political parties, will sign the issues that will be agreed upon based on the discussion, “What will stand after signing will be the July Charter.” This July, this government will do something to implement the charter, the next governments will do it, and in light of this implementation, it will depend on whether the election will be held by December this year or by June next year.’
