Deputy Commissioners’ job to provide public service and welfare: Legal Advisor

Law, Justice and Parliamentary Affairs Advisor Asif Nazrul said, “If you follow what is in the law and what is in the policy, then the Deputy Commissioners have no other job except to provide public service and welfare.”

He said, “So our only request is that you act according to the law, you act according to your conscience. The fact that you are being used as an opponent of the people violates the law and the constitution.”

The advisor told reporters at the end of the fifth session of the third and final day of the DC conference at the Osmani Memorial Auditorium in the capital on Tuesday (February 18).

This session was held with the Law and Justice Department, Legislative and Parliamentary Affairs Department, and the Ministry of Expatriates’ Welfare and Overseas Employment.

The Legal Advisor said, “Today’s DC conference is a new experience for me. I think it was very important.” They see the administration at the field level, no one knows better than them what the problems are in implementation.’

He said, ‘The DCs told us that when those who extract sand illegally are caught, it is seen that they are getting bail quickly. This is their concern.

The Attorney General said, it is the job of the court to grant bail in appropriate cases. Some such coordination is coming.’

‘We told them (DCs) what steps have been taken by the Law Ministry. We told them what steps they have taken for better coordination in the case, which is the Solicitor’s Wing. There is a problem of space and accommodation in the magistrate’s court in the DC offices. We talked about what can be done to solve it.’

Asif Nazrul also said, we have made a request to them regarding the Ministry of Expatriates’ Welfare – students who get a few months after the SSC and HSC exams. During that time, they should bring them to the TTC, to the Technical Training Center.

The Expatriate Welfare and Overseas Employment Advisor said, ‘They (DC) have given us very important advice. They have said that a database should be created for all those who want to go abroad. Not just those who have undergone training. We really think about what they have said. We have taken steps to create a database for those who want to go abroad, the work will start soon.’

‘They also talked about creating more awareness at the district and division levels. They talked about strengthening the government recruiting agencies. We like to think that we are also thinking about this.’

The advisor said that the most talented officials of the administration become DCs, ‘But the previous fascist government used such a huge resource of the state to oppress the people and justify their misdeeds. Talking to them, I felt that if we use it positively, to serve the people, to maintain law and order, to manage land, to provide health and education services – they have that capability. But they do not have that political direction.’

He said, ‘We hope that in the future, whichever party comes to power in Bangladesh, the infinite potential of the administrative cadre that we have, should not use it to oppress the people, but to use it to serve the people as stated in our constitution. That will be my expectation.’

Many TTCs (Technical Training Centers) have been built all over the country, but the services are not getting as expected from them – Asif Nazrul said in this regard, not only TTCs, Bangladesh only has buildings, officials and employees, but no services, this is my experience of the last six months. We are trying our best to do something good.’
