A policy has been formulated for posting as an officer-in-charge or OC of a police station. The Inspector General of Police (IGP) recently sent a letter to all police units to take necessary measures according to that policy. It says that even if an inspector (unarmed) gets a major penalty in his entire service life due to financial irregularities or moral lapses, he will be considered ineligible for posting as an OC. Once an officer has served as an OC, he cannot be made an OC in the same police station for the second time.
The 22-point policy states that to be included in the fit list as an OC, he must have served for a minimum of three years in the post of inspector (unarmed). An officer included in the fit list can be posted as an OC in a district other than his own and his wife’s or husband’s district. However, no inspector over the age of 54 can be made an OC. In the case of posting, priority will be given to inspectors who have passed HSC/equivalent or above examinations. If an inspector has received two or more penalties and three or more major penalties during his entire service, he will be ineligible for posting as an OC.
Apart from this, if he has received a minor penalty or a major penalty within two years of posting as an OC in a police station, he will also not be posted to the police station. If there are more than one inspector on the fit list in a police station, the senior most will be posted as the OC, subject to fulfilling the applicable conditions.
The policy states that an officer serving as an inspector (investigation/operations) cannot be made the OC of the same police station continuously. However, he can be posted after serving in any other police station/unit for at least six months. If an officer has served as an OC once, he cannot be made the OC of the same police station for the second time. After serving as an OC for two years, he can be transferred to another place. In this case, there will be a maximum of three years of service consecutively in the same police station. If the OC of a police station needs to be transferred elsewhere before 18 months, the concerned Range DIGs/Police Commissioners can transfer, withdraw or attach him within their jurisdiction. In this case, prior permission from the Police Headquarters will not be required.
Meanwhile, if he has served as an OC for a maximum of four police stations or six years (whichever comes first), he will not be considered for posting as an OC. A minimum of six months of continuous service must be served in a police station to calculate his tenure. However, if he is withdrawn before six months on the basis of a report with evidence of any complaint/deviation, that police station will be considered for posting. OC cannot be posted or transferred to the last place of work/district police/unit. After being included in the fitlist for the purpose of posting as an OC, the ‘Police Station Management Course (PSMC)’ will have to be completed. The results of training of an officer will be evaluated for posting as an OC. The condition of passing the PET is not necessary, but the physical fitness of the officers should be kept in mind while making the fitlist. For the appointment of OC, the average score of ACR for the last five years should be at least 80. However, if there is any ‘adverse comment’ in the ACR for the last three years, the person will be considered ineligible for appointment as OC.
The policy also states that the PAL policy regarding seniority will be followed in the preparation of the fit list for the post of OC. The fit list officers will be appointed as OC in accordance with their seniority. For appointment as OC, the person must have served for at least 1 year in any unit of Group-3 or in the unit listed in numbers 6 to 10 of Group-4.
Group-3 includes BPA, PSC, PTC Tangail, PTS Khulna, PTC Noakhali, PTC Rangpur, TDS, ASTC, IST, Training, APBN, RAB and SPBN. And in Group-4, the ranks six to 10 are IP, MRT, Railway Police, Tourist Police and Naval Police. The fit-listed inspector can be posted as OC in a maximum of three police stations of any one of the units of Group-1 or 2.
Group-1 includes DMP, CMP, KMP, RMP, BMP, SMP, GMP, RPMP and Railway Police. Group-2 includes Dhaka, Mymensingh, Chittagong, Rajshahi, Khulna, Rangpur, Barisal and Sylhet ranges.
