The Anti-Corruption Commission (ACC) is set to file a charge sheet against Mohammad Harun-or-Rashid, the former Additional Commissioner of Dhaka Metropolitan Police and former chief of the Detective Branch (DB). The Commission approved the charge sheet on Wednesday, and it will soon be submitted to the court. ACC Secretary Md. Saidur Rahman Khan disclosed this information to the media.

A case was filed against him at the ACC’s Dhaka-1 office on December 17, 2024, alleging corruption related to land purchase, the construction of a concrete building, and the transfer of ownership. Following the investigation into the case and the submission of the report, the Commission granted approval to file the charge sheet.

During the investigation, records regarding Harun-or-Rashid’s assets were reviewed. The ACC investigation report states that a 5-katha plot purchased from Ashiyan City in the Dakshinkhan Mouza of Uttara, Dhaka, was valued at Tk 77.14 lakh. The accused purchased approximately 82 acres of land during the 2015-16 and 2018-19 tax years, valued at Tk 1.08 crore.

The accused acquired 10.36 decimals of land in Dhaka’s Banani residential area and a building constructed on it from his father, Abdul Hashem; the property was valued at Tk 3.97 crore. The land was initially registered via a *Saf Kabala* (absolute sale) deed at the Gulshan Sub-Registry Office in the name of the accused’s father, the late Abdul Hashem. However, the investigation found no evidence that his father had the financial capacity to invest such a large sum to purchase the land. Subsequently, the property was transferred to Harun-or-Rashid through a *Heba* (gift) deed.

The ACC investigation report further states that Harun-or-Rashid and his wife, Shirin Akter, each hold 50 percent ownership of an eight-story building in Sector 3 of Uttara, Dhaka. In Harun-or-Rashid’s income tax records, the value of his 50 percent share of the house is declared as Tk 3,21,08,877. He claimed to have acquired the land from his father through a *Heba* deed, listing the land’s value at Tk 1.5 crore in the document. The construction cost of the eight-story building was Tk 7 crore. The total investment—covering the cost of a 50% share of land and house construction—incurred by Harun-or-Rashid amounts to Tk 5.25 crore.

He deposited a total of Tk 21.57 lakh for a 3.68-katha plot allocated in his name by the Police Officers’ Multipurpose Cooperative Society. Additionally, 2.5 kathas of land were purchased in Cox’s Bazar Sadar Upazila, with the deed value recorded at Tk 54.58 lakh. He declared the purchase price of two properties in Teknaf, Cox’s Bazar, as Tk 22.80 crore. Consequently, the total value of his immovable assets stands at Tk 12.07 crore. The investigation report states the total value of all his assets to be Tk 21.28 crore.

**Chargesheet being filed against his brother as well**

A chargesheet is being filed against Harun-or-Rashid’s younger brother, A. B. M. Shahriar, regarding allegations of corruption involving land transactions worth Tk 18.76 crore. He serves as the Managing Director of President Resort and Agro Limited. Harun-or-Rashid is also being named as an accused in this chargesheet for allegedly aiding in the acquisition of wealth and assets through corrupt means.
