After receiving the report of the four reform commissions, Chief Advisor Muhammad Yunus said that now the charter of the mass uprising will be drafted after discussing with all parties. The thirteenth parliamentary elections will be organized on the basis of this charter.
On Wednesday (January 15), at 11:30 am, the electoral system, police, constitution and ACC reform commission submitted the report to the chief advisor’s office in Tejgaon. Then, a summary of the report was presented in a meeting held there.
A new chapter has begun with the submission of the report. Commenting on this, Muhammad Yunus said, through this, we will start a discussion with everyone – whether everyone’s heart agrees with it or not; whether the promises are being fulfilled or not. You (the reform commission) have prepared the logistics of the discussion. We also know what the next chapter of that discussion will be – a consensus will be established. Not everyone will agree. You will completely agree with some parts.
He said, what dream did we have that we dreamed alone? It cannot be part of people’s dreams. This discussion is about how much we are bringing that dream (of mass uprising). It is not something imposed from outside; it is something that emerged from within. The discussion that will take place will be led by you (Reform Commission) to establish consensus. Since you have dreamed on their behalf, how will their dream become one with your dream, through that a charter of mass uprising will be created. The thirteenth parliamentary election will be held on the basis of this charter.
He said, that charter of the new Bangladesh will be the charter; that charter will be based on consensus. Elections will be held, everything will be held; but the charter will not be lost. This charter will remain as a part of history. This is our national commitment. This is not a party commitment. We want all parties to sign on to this charter. That is what I said is consensus. We have to move forward with the charter of our Bangladeshi, Bengali nation. And we will continue to implement it as soon as possible, as much as we can, on the basis of this charter.
Speaking to the nation on Victory Day, Chief Advisor Professor Muhammad Yunus gave an idea about the possible schedule of the next election. He said that when the vote will be held will depend on how much reform will be done based on political consensus and the elections will be held. The thirteenth parliamentary election can be held in roughly one to one and a half years. Meanwhile, on Tuesday, the BNP said that the next election should be held between July-August of this year.
At the meeting, Nobel Peace Prize winner Yunus said, “No matter what happens to the charter that we have held, it should not be left out of our hands. So how can the continuity of this dream be maintained? We want the continuity of that dream, we want its implementation. The election will be a part of that. It will be a part of the charter.” There will be a consensus election. Otherwise, the charter will be lost – if there is no consensus. That is how we want to move forward. So, it is a very important thing. We have to realize that importance and for that, the next chapter will begin.
He expressed hope that the next government will move forward by following this charter.
Describing the report of the Reform Commission as a ‘historical note’, the Chief Advisor said, it is not just a formality, it is a historical note. This incident, today’s incident, will be a part of history. The reason for this is that we all understand, because the commissions were created from the flow of history. Such a destroyed nation, this destroyed nation has suddenly risen. It has risen with its head held high. It has stood erect. From there, history is created. Today’s event is part of history. This is not a matter of giving an isolated report.
Yunus said, whether we can capture that history or not, whether we can carry it forward or not, whether we can fulfill the promise that history had, that is our question and confidence that we can. The reports that we took in hand today are definitely an intellectual exercise for the country. No one can deny that.
But today’s importance is not for intellectual exercise. Whether we have been able to capture the people’s attitude, the people’s dreams in it or not, that is the question. So our judgment (standard) will be whether we have been able to capture that dream or not. Today, its (that dream’s) journey has begun.
On August 5, the 15 and a half year rule of the Awami League government ended through a mass uprising. Two days later, an interim government was formed under the leadership of Muhammad Yunus. Regarding taking on that responsibility, Chief Advisor Yunus said, “We came at a high point in this historical event with the dream of creating a new country, a new Bangladesh. We gave you the task of creating its structure, the responsibility, through the commission. There is a dream, now to outline those dreams. So, there will be many educational topics to be studied in this classroom, not something like that. The resurrection of the nation is, whether we have been able to grasp the dream with which the nation was resurrected, that will be our concern.”
Professor Ali Riaz, head of the Constitutional Reform Commission, Badiul Alam Majumder, head of the Electoral Reform Commission, Safar Raj Hossain, head of the Police Administration Reform Commission, Iftekharuzzaman, head of the Anti-Corruption Commission Reform Commission, and members of the commissions were present at the event.
