Transfer of 165 officers including 8 DIGs: 24 new SPs, 3 retired and 5 reinstated

After the resignation of the Awami League government due to the anti-discrimination student movement, major changes were made in various positions except the top positions of the police. Following this, 165 officers including 8 officers of DIG rank of police have been transferred on Tuesday. Out of this, new Superintendent of Police (SP) has been given in 24 districts.

Besides, 51 officers of the rank of Additional Deputy Commissioner (AC) and Assistant Deputy Commissioner (AC) of Dhaka Metropolitan Police (DMP) have been transferred out of Dhaka. Many of the transferred officers were known as influential officers. These transfers were ordered in separate circulars of the Public Security Department of the Ministry of Home Affairs. Also, three police officers have been sent on compulsory retirement.
According to the order of the President, the 8 officers of the rank of DIG were posted in a notification signed by Md. Mahabur Rahman Sheikh, Deputy Secretary of the Police-1 Branch of the Ministry of Home Affairs. The transferred officers are – Additional IGP (Supernumerary) and Additional Commissioner of Police of DMP AKM Hafiz Akhtar in Shilpanchal Police, Additional IG (Supernumerary) and Additional Commissioner of DMP Dr. b. Mahid Uddin as Tourist Police, Additional Commissioner of DMP Munibur Rahman as DIG of APBN Headquarters, Supernumerary DIG and Deputy Commissioner of DMP Farooq Ahmed as Additional Police Commissioner of DMP, Deputy Commissioner of Police of DMP (promoted to the post of Supernumerary DIG) Md. Israel Howladar as Additional Commissioner of DMP, Deputy Commissioner of DMP (promoted to the post of Supernumerary DIG) Khondkar Nazmul Hasan as Additional Commissioner of DMP, Joint Commissioner of Police of DMP (promoted to the post of Supernumerary DIG) Md Masood Karim as Additional Commissioner of Police of DMP and Joint Commissioner of Police of DMP (promoted to the post of Supernumerary DIG) ) Hasan Md. Shawkat Ali has been transferred as Additional Commissioner of Police, DMP.
Meanwhile, 48 officers of SP status have been transferred in two notifications signed by Deputy Secretary of Public Security Department of Home Ministry, Mahabur Rahman Sheikh. Among them, 24 SPs have been removed from the leadership of the district police and given other duties. And 24 officers with different responsibilities have been sent as Superintendents of Police to different districts, 13 of whom have recently been promoted as SPs.
The SP of 24 districts is Mohammad Sharif Uddin of Rangpur PTC in charge of Rangpur district, Md Abul Kalam Azad of PBI in Gazipur, Md Asfiquzzaman Akhtar of DMP in Comilla, Ahmed Mueen of Police Headquarters in Dhaka, DIG Mymensingh Range Md Farooq Hossain in Sirajganj, Raihan Uddin Khan of ATU in Chittagong, CID Md Bashir Rai. Ahmed in Manikganj, Naval Police Md Azizul Islam in Mymensingh, Police Headquarters Md Mosharraf Hossain in Gaibandha, Rajshahi Sardar Md Rezaul Haque Khan in Habiganj District, Noakhali Inservice Training Center Md Anisuzzaman in Rajshahi and Highway Police Muhammad Shamsul Alam Sarkar in Munshiganj District.Besides, Mohammad Mahbubur Rahman of police headquarters in Sylhet, Pratyush Kumar Majumdar of DMP in Narayanganj, CID Md. Marufat Hussain at Natore, Md Mortoza Ali Khan of Naval Police at Pabna, Md Anwar Zahid of Rajarbagh Police Telecom at Patuakhali, Md Tauhidul Arif of Tourist Police at Bagerhat, Mohammad Hashan Chowdhury of Railway Police at Kishoreganj, Mohammad Manjur Morshed of Tourist Police at Jhenaidah, Mina Mahmuda of Naval Police at Magura, Rajarbagh Central Police Hospital Md. Saiful Islam Santuke Tangail, DMP’s Md. Ziauddin Ahmed was appointed as the new SP of Jessore and Md Abdul Hannan of Habiganj Inservice Training Center as the new SP of Narsingdi district.
On the other hand, in a notification signed by Inspector General of Police (IGP) Md. Moinul Islam, a total of 52 people including 51 officers of ADC and AC rank of DMP have been transferred in another notification. The other is an ASP of C-Circle, Narayanganj. In the notification, 38 Additional Superintendents of Police and remaining 14 Assistant Superintendents of Police have been transferred to RAB, APBN, Naval Police, Tourist Police and In-Service Training Centre. In another order of the IGP, 57 officers of the rank of Additional Superintendent of Police and Assistant Superintendent of Police have been posted in DMP.

3 officers on compulsory retirement – Three more police officers have been sent on compulsory retirement. In a separate notification of the Ministry of Home Affairs, these 3 officers were sent on compulsory retirement. The officers who have been sent on compulsory retirement are Additional IGP Krishna Pad Roy, Khulna Metropolitan Police Commissioner (DIG) Md Mozammel Haque and Khulna Metropolitan Police (Additional Police Commissioner) Sardar Rakibul Islam.

According to the provisions of Section 45 of the Public Service Act-2018 (Act No. 57 of 2018), the notification states that they have been retired from public service in public interest. They will get retirement benefits as per rules.
Besides, four retired SPs and one DIG have been reinstated. These five officers have been reinstated in 5 separate notifications of the Public Security Department of the Ministry of Home Affairs. The officials are – former Deputy Inspector General of Police Md. Abdullah Al Mahmud, former Superintendent of Police Md. Ali Hossain Fakir, former Superintendent of Police Md. Barrister. Zilur Rahman, former Superintendent of Police Md. Delwar Hossain Mia and former Superintendent of Police Dr. Md. Nazmul Karim Khan.
According to the notification, the period from the date of grant of retirement in public interest to the time before reinstatement will be considered as working, and they will be entitled to arrears of pay, promotion and other service benefits as per rules.
